Partnering agreement with Carbon and Energy Fund

TEAM is proud to have a partnering agreement with the Carbon and Energy Fund (CEF) to provide Consultancy and Bureau services on their behalf.

The CEF is a £100M+ fund created to finance and support projects in the NHS that meet a certain level of carbon savings per £1000 of investment required. It is a partnership with the NHS set up to reduce the carbon footprint of buildings in the NHS. The Fund with its strategic partners is tasked with upgrading 60 projects over four years and 240 projects over 16 years. The Carbon and Energy Fund has procured a framework of 10 proven contractors, which have all passed a strict capability, competence and financial check, thereby saving Trusts the need to go to OJEU tender with all the associated time and fees.

NHS Trusts in the whole of the UK can apply for Membership of the Fund. Once a project has been selected by the CEF, TEAM carries out a site survey on their behalf and provides a recommendations report of energy saving measures. TEAM also project manage the implementation of any energy and carbon saving projects identified and set up a bureau service to monitor its success on an on-going basis.

Members of the CEF are entitled to:  

  • Support from the Fund for the project life including technical, contractual, financial and procurement
  • Access to the Fund’s proven contract, payment mechanism, financial model and audit process
  • Access to the Funds advisors (where there is a choice)
  • Access to capital from the Fund (though Trusts are free to use their own capital, or capital the Carbon Trust or the contractor if they wish)
  • Use of the framework procurement process overseen by NHS SBS
