The Department for Business Energy and Industrial Strategy (BEIS) has updated the web page on the Heat Networks Regulation 2014.

What’s new with the the Heat Network (Metering and Billing) Regulations 2014?

Regulatory Delivery (RD), which replaced the National Measurement and Regulation Office, will be issuing a new regulation in 2017 replacing the 2014 Regulations.

In early 2017, BEIS will be launching a public consultation on a revised methodology for assessing the cost effectiveness of metering for heat networks.

Since July 2015, the cost-effectiveness tool has been withdrawn and we have been waiting for the revised tool. With the consultation document yet to be issued and reported upon, this is not imminent.

Although building level meters should already be fitted, and requirements for new buildings still apply, the date from which final customer meters must be fitted subject to cost-effective tests will not be available until the amended regulations planned for 2017 are published.

Keep calm, because accordingly, RD will take a pragmatic approach for any non-compliance with this requirement until a new tool and re-testing date is in place.
