About The Market-wide Half-Hourly Settlement MHHS

The Market-wide Half-Hourly Settlement (MHHS) programme is a major reform in the UK energy market. It enables all electricity meters to be settled using half-hourly data, improving billing accuracy, energy forecasting, and supporting the transition to net zero.

This means energy suppliers will have real-time visibility into when electricity is used, not just how much. This will enable the introduction of dynamic tariff models.

Under the MHHS market framework suppliers will develop and can offer flexible pricing structures:

  • Peak vs. off-peak rates
  • Real-time pricing based on grid conditions
  • Event-based pricing (e.g. discounts during surplus renewable generation)

Under MHHS, the traditional MPAN format is simplified. Profile Classes are phased out (except for legacy Economy 7 and 10 meters), and new identifiers like SSC, LLF ID, and DUoS Tariff ID are introduced.

Key MHHS Migration Timeline

The MPAN format change under the programme will not happen all at once. Instead, it will be rolled out in phases across the industry, following a structured migration plan:

  • 22 September 2025: MHHS officially goes live. Central systems ready for migration.
  • October 2025 onward: Migration of Unmetered and Advanced electricity supply points begins. Not all suppliers will have completed integration testing by October 2025. The System Integration Testing phase has experienced delays, and a group of early adopters will be ready to begin migration at this point.
  • Late October 2026 – All suppliers must be MHHS Qualified by this date.
  • May 2027: Migration is expected to be complete. All electricity supply points will be operating under the MHHS market framwork.

How to use the MHHS MPAN Calculator

  1. Select your meter type: Smart, Advanced, Traditional NHH, or Unmetered.
  2. Indicate whether the meter is communication capable.
  3. Enter your 13-digit MPAN Core (e.g., 2267890123222) – the Meter Point ID Number and Check Digit. You will find this information on your energy bill:

Understanding the output

The calculator displays your MPAN in two parts, the Top Line and Bottom Line. These reflect the MHHS compliant MPAN format.

Top Line

  • SSC (Standard Settlement Configuration): Replaces the old Meter Time Switch Code (MTC).
  • LLF ID (Line Loss Factor ID): Reflects network loss charges.
  • DUoS Tariff ID: Indicates the Distribution Use of System tariff.
  • Profile Class: Only shown for legacy Economy 7 (SSC 2007) and Economy 10 (SSC 2010).

Bottom Line (MPAN Core / MSID)

  • Distributor ID: Identifies the local network operator.
  • Meter Point ID: Unique identifier for the supply point.
  • Check Digit: Used to validate the MPAN.
