The Energy Savings Opportunity Scheme (ESOS) operates on a four-year cycle, with Phase 5 due to start in 2027. This will require large UK organisations to review their energy use, identify cost-saving opportunities, and strengthen their approach to energy management and emissions reduction.
ESOS Phase 5 will span between 2027 – 2031 and this new phase is expected to include mandatory net zero factors into the required audits.
Although Phase 5 deadlines may seem distant, early preparation is key. Start as soon as possible to avoid the rush of organisations trying to book in an ESOS Assessor.
While exact requirements are expected to build on ESOS Phase 4, it is anticipated that compliance will become more rigorous, transparent, and action driven. It is also expected that under the new phase, more organisations may fall into the scope for compliance.
At TEAM Energy, we help organisations meet their ESOS compliance and support them in making energy and carbon reductions.
What is ESOS Phase 5?
ESOS is a mandatory energy compliance scheme for large UK organisations, administered by the Environment Agency.
Phase 5 is expected to continue the shift introduced in Phase 4, making the scheme more than a “tick-box audit” and instead holding organisations more accountable on the outcomes of the scheme. This includes:
- Greater emphasis on evidence-based energy audits
- Increased focus on energy savings implementation
- Strengthened board-level accountability
- Enhanced alignment with net zero strategies and reporting obligations.
Organisations that qualify will need to measure energy consumption across buildings, transport, and industrial processes, and identify opportunities to improve efficiency throughout their business.
Who Needs to Comply with ESOS Phase 5?
ESOS applies to large UK organisations that meet one or more of the following criteria:
- Registered or operating in the UK
- 250 or more employees
- Annual turnover exceeding £44 million and a balance sheet over £38 million.
If your business qualifies at the Phase 5 qualification date, you will be required to comply, even if you have not participated in previous phases.

Key ESOS Phase 5 Considerations
While any changes to guidance are yet to be confirmed, organisations should start preparing now. Based on the direction of regulation, Phase 5 will require:
- Stronger energy data management
Accurate, complete, and auditable energy data remains critical.
- Energy audits that advise on ways to reduce unnecessary waste through implementing changes
Audits must go beyond identification of savings opportunities; organisations will be expected to demonstrate how they will act on findings.
- Board-level sign-off and accountability
Directors will need to take a more active role in approving ESOS submissions and supporting implementation plans.
- Alignment with wider compliance
Many organisations are now managing ESOS regulations alongside frameworks such as SECR, UK Sustainability Reporting Standards (UK SRS), and corporate net zero strategies.
