The Environment Agency has announced that the portal for ESOS Action Plan Progress updates is now open, and organisations can submit their updates. For organisations qualifying for Phase 3 of ESOS, the deadline for submitting your ESOS Progress Update 1 is the 5 December 2025.
What is an Action Plan Progress Update?
Organisations that are required to comply with the Energy Savings Opportunity Scheme (ESOS), must also submit an Action Plan every four years to demonstrate the energy savings changes they plan to implement over the next ESOS Phase. In addition to this, a yearly progress update must be submitted to track the success of the energy saving projects set out in the Action Plan.

Organisations that submit their progress updates annually, could benefit from more than just ticking a compliance box.
The progress update highlights the commitment of organisations to the goals outlined in their ESOS Action Plan, ensuring they are on track and transparent about their energy efficiency efforts. This can enhance an organisation’s reputation and demonstrate their commitment to sustainability.

Do I have to submit a progress update?
Organisations will not be fined for not submitting an update, however if an organisation does not submit anything at all or if they have not made any progress towards their energy saving goals, the Environment Agency will publish this information.
This public disclosure could impact organisations’ reputation, as they may be perceived by customers, employees and stakeholders as not taking sufficient action towards energy and carbon reduction.
