Medium Combustion Plant Directive (MCPD) – Latest Changes

Following a recent consultation to propose changes of environmental permits for the operation of medium combustion plant (MCP), new and standard rules have been set.

Introduced in 2015, with the aim to improve air quality, the Medium Combustion Plant Directive (MCPD) was introduced.

Under the MCPD, combustion plant emissions must be formally measured and submitted to the relevant body at defined intervals.

Combustion plants with a combined thermal input totalling between 1MW and 20MW will require inspection every 3 years to ensure compliance with the ELVs. Installations larger than 20MW will require annual testing.

The rules imposed by the MCPD will work alongside existing emissions limits to standardise the UK to the same levels. They will apply to new and existing medium-sized combustion plants and all qualifying plant equipment will require a permit to operate and will need to meet the proposed Emission Limit Values (ELVs).
